منصور رستگار فسایی در روز 6 بهمن ماه 1317 هجری شمسی در شهرستان فسا از توابع فارس چشم به دنیا گشود. تحصیلات مقدماتی را در زادگاه خود گذراند و در سال 1337 به دوره لیسانس زبان و ادبیات فارسی دانشگاه شیراز وارد شد. در سال 1345 دنباله تحصیلات خود را در همان رشته، در دانشگاه تهران پی گرفت و سرانجام سال 49 با دفاع از پایان نامه خود تحت عنوان «صور خیال در شاهنامه فردوسی» به راهنمایی پرویز ناتل خانلری، به اخذ درجه دکتری نائل آمد. از سال 1349 به تدریس در دانشگاه شیراز اشتغال یافت و در سال 1385 با پایه27 استادی از همان دانشگاه بازنشسته شد. وی سابقه تدریس در دانشگاه های معتبری مانند دانشگاه کمبریج انگلستان (1975-1976)، دانشگاه هاروارد (1989)، دانشگاه پنسیلوانیا (1997-1998)، دانشگاه برازیلیا در برزیل (2002-2003)، دانشگاه دولتی مسکو (2006) و بخش مطالعات خاور نزدیک دانشگاه آریزونای آمریکا (2006-2010) را در کارنامه علمی خود دارد. منصور رستگار فسایی همچنین عضو هیأت مؤسس و مدیر مؤسسه آموزش عالی حافظ شیراز است. وی در حوزه مطالعات پیرامون اسطوره، حماسه، فردوسی و حافظ و نیز در زمینه تصحیح متون کلاسیک فارسی دارای تخصص است. افتخارات برنده جایزه کتاب سال جمهوری اسلامی ایران برای تصحیح و تحشیه فارسنامه ناصری، سال 1368. برنده جایزه بهترین کتاب دانشگاهی برای کتاب «21 گفتار درباره شاهنامه و فردوسی»، سال 1370. برنده جایزه بهترین کتاب دانشگاهی برای تصحیح کتاب «تذکره دلگشا»، سال 1371. برنده نشان زرین فارس شناسی برای تحقیقات مربوط به فارس، سال 1374. استاد نمونه دانشگاه شیراز، سال 1372 و پژوهشگر نمونه فارس، سال 1374. چهره ماندگار در عرصه ادبیات فارسی، صدا و سیمای جمهوری اسلامی ایران، تهران، مهرماه 1382. برنده نشان و دیپلم افتخار علمی از دانشگاه برازیلیا، سال 2003. برنده جایزه حامیان نسخ خطی برای تصحیح و تحشیه دیوان ابواسحاق اطعمه شیرازی، مجلس شورای اسلامی، تهران، آذرماه 1383. انتشار تمبر یادبود به نام منصور رستگار فسایی از سوی مرکز چهره های ماندگار، فروردین ماه 1384.
