مدیریت برنامه، بودجه و تحول سازمانی

معرفی واحد

 این مدیریت با رسالت طراحی و تدوین برنامه‌های، هدایت و نظارت بر اجرای برنامه راهبردی دانشگاه و همچنین ساختار بودجه‌ریزی بر اساس برنامه و در قالب سه واحد گروه برنامه ریزی راهبردی، گروه مدیریت تحول سازمانی و اداره بودجه شکل گرفته‌است.

شرح وظایف واحد

  • برنامه ریزی راهبردی بلند مدت دانشگاه در سطح کلان و زیرسیستم‌های دانشگاه و به روزرسانی برنامه
  • برنامه ریزی میان مدت و کوتاه مدت دانشگاه و به روزرسانی برنامه به تفکیک سطوح و واحدهای مختلف سازمانی دانشگاه
  • برنامه ریزی اجر و پایش اجرای برنامه و به روزرسانی برنامه بر اساس شاخص‌های اسناد راهبردی
  • بودجه ریزی و بودجه بندی و به روزرسانی بودجه بر اساس رویکردهای راهبردی دانشگاه
  • برنامه ریزی و به روزرسانی تشکیلاتی دانشگاه مبتنی بر اسناد راهبردی، قوانین موضوعه و نیازسنجی سازمانی
  • برنامه ریزی و به روزرسانی ساختار سازمانی تشکیلاتی و تفصیلی دانشگاه و تدوین و اجرای طرح طبقه بندی مشاغل در دانشگاه
  • بررسی و تعیین سیاست‌ها و برنامه‌ها جهت اولویت‌بندی و تخصیص منابع به برنامه های راهبردی دانشگاه
  • برنامه ریزی جهت اجرای مصوبات شوراها و کمیسیون تحول اداری دانشگاه
  • تدوین آیین‌نامه‌ها، ضوابط و دستورالعمل‌ها در خصوص کلیه امور مربوط به تحول سازمانی و بودجه ریزی برای کلیه سطوح دانشگاه
  • طراحی و بازنگری و بهینه‌سازی فرایندهای مرتبط با امور تحول سازمانی و بودجه ریزی
  • نیازسنجی، بررسی، آینده پژوهی و داده کاوی تغییرات راهبردی در سطح ملی و بین المللی و تحلیل رویدادها و تعینن جهت گیری‌ها کلی دانشگاه
  • ایجاد هماهنگی و همسویی میان اهداف عملکردی واحدها و لایه های سازمانی دانشگاه با اسناد راهبردی دانشگاه
  • ایجاد هماهنگی و همسویی میان اهداف راهبردی دانشگاه و طرح‌ها و پروژه های توسعه ای دانشگاه
  • ایجاد هماهنگی و همسویی میان اهداف راهبردی دانشگاه و نظام تخصیص اعتبار و بودجه ریزی دانشگاه
  • ایجاد هماهنگی و همسویی میان اهداف راهبردی دانشگاه و سازمان کاری و تشکیلاتی دانشگاه
  • ایجاد هماهنگی و همسویی میان سامانه های آماری و اهداف راهبردی دانشگاه بر اساس رویکرد هوشمندی سازمانی
  • ارائه مشاوره به واحدهای مختلف دانشگاهی در جهت تصمیم سازی
  • ایجاد هماهنگی و همسویی میان اهداف عملکردی واحدهای زیرمجموعه
  • نظارت بر حسن اجرای آیین نامه‌ها، بخشنامه‌ها و مصوبات، دستورالعمل‌ها، ضوابط اجرایی در واحدهای ادارات زیرمجموعه
  • پشتیبانی، هدایت و نظارت بر فعالیت‌های مدیریت و تحول سازمانی دانشگاه
  • پایش، ارزیابی، آسیب شناسی و برنامه‌ریزی بهبود عملکرد واحدها و مدیران زیرمجموعه
  • پایش و ارزیابی مستمر برنامه راهبردی و ارائه بازخورد کارشناسی در جهت اصلاح روند و یا برنامه
  • پایش و ارزیابی مستمر بودجه و اعتبارات و انجام اقدامات اصلاحی و بازخوردی در جهت بهبود وضعیت
